Hampton NH Board of Selectmen Recap - Appointment with the Towns outsourced Tax Assessors Municipal Resources (MRI)
During the appointment, MRI admitted that the 2024 revaluation was based on market values of properties that sold from April 2022 - April 2024.
A total of 225 interior inspections and "front door" encounters. Hampton has over 10,000 parcels, and there has not been a full revaluation (the constitutional way) in over 14 years.
Inflated markets based on irresponsible government spending leading to the demise of the dollar seem to somehow justify the ludicrously high assessed values tagged to some of these Hampton homes.
The chairman seemed to enjoy reciting the Dept. Of Revenue Admin. (DRA) memo admitting that the revaluation process is ongoing, which means the department is ready to rubber stamp the continued scam on NH taxpayers.
The state of NH has redefined assessed values used to determine property tax amounts to mean the same as the market value as if you had sold your home and recognized the gain. The data comes from qualified sales during a two-year period.
Who is responsible for adopting these statewide standards? They infringe on both the NH and US Constitutions.
Part II NH Constitution.
"[Art.] 6. [Valuation and Taxation.] The public charges of government, or any part thereof, may be raised by taxation upon polls, estates, and other classes of property, including franchises and property when passing by will or inheritance; and there shall be a valuation of the estates within the state taken anew once in every five years, at least, and as much oftener as the general court shall order."
16th Amendment US Constitution.
"The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration."
Remember, the DRA is NON ELECTED.
Bureaucratic administrative rules and codes can never supercede the NH or US Constitutions.
